What Is Asbestos Pipe Lagging?

The Most Hazardous Asbestos Material in Older Buildings

Pipe lagging is the thermal insulating material wrapped around hot water pipes, heating systems, boilers and ductwork. Between the 1950s and late 1980s, the most common insulation materials contained asbestos fibres — including chrysotile, amosite and crocidolite — all classified as hazardous under current UK law.

Unlike other asbestos-containing materials, pipe lagging was applied in a loosely-bound form. This means it can release fibres very easily when disturbed, damaged or deteriorating. It is classified as a licensable material under CAR 2012 Regulation 8 — any removal work must be carried out by an HSE-licensed contractor.

Asbestos pipe lagging is still present in many pre-2000 buildings across the UK. When in good condition it may be managed in place under an asbestos management plan, but damaged or deteriorating lagging must be removed.

Survey & Material Confirmation

We begin with a site survey and condition assessment. Where sampling is required, samples are sent to a trusted UKAS-accredited laboratory for analysis. If you already have a survey report, we will work from that to plan the removal.

HSE Notification & Plan of Work

We notify the HSE at least 14 days before work begins — a legal requirement for all licensable asbestos work. A full Plan of Work, Risk Assessment and Method Statement are produced and provided to you before mobilisation.

Controlled Enclosure & Negative Pressure

A sealed enclosure is constructed around the work area and placed under negative pressure using a filtered NPU, ensuring any released fibres cannot escape. Air monitoring is carried out continuously throughout the removal.

Careful Removal Using Wet Methods

Lagging is carefully removed using wetting techniques to suppress fibre release. Our operatives wear full RPE (P3 half-mask or powered hood) and PPE throughout. Type H vacuuming is used to collect residual debris.

4-Stage Clearance Procedure

Following removal and decontamination, a mandatory 4-stage clearance is undertaken. This includes a thorough visual inspection followed by independent air testing. The enclosure is not dismantled until all stages pass.

Disposal & Full Documentation

All waste is double-bagged, labelled and transported to an EA-permitted hazardous waste disposal facility. You receive a clearance certificate, air test results, waste consignment notes and a completion report.
