What Is an Asbestos Survey?

An Asbestos Survey Is a Legal Requirement — Not Just Good Practice

An asbestos survey is a formal inspection of a building or site carried out by a trained and qualified surveyor to locate, identify and assess all asbestos-containing materials (ACMs) present. The outcome is a written survey report with an asbestos register — a legally recognised document recording the location, type, condition and risk rating of every ACM found.

Under the Control of Asbestos Regulations 2012 (CAR 2012), a refurbishment and demolition (R&D) survey is a legal requirement before any planned renovation, refurbishment or demolition work on a pre-2000 building. Failure to obtain one — or proceeding with work without one — is a criminal offence and can expose contractors, building owners and developers to serious legal and financial risk.

Asbestos surveys are also required for buildings where the person in control has a duty to manage asbestos under Regulation 4 of CAR 2012 — this typically means commercial property owners, employers and landlords of non-domestic premises.

Three Types of Asbestos Survey — Which Do You Need?

Survey Type 01

Management Survey

For occupied buildings in normal use

A management survey is the standard survey required to manage asbestos in a building that is occupied and in normal use — with no planned refurbishment or demolition. It is designed to locate, as far as is reasonably practicable, all ACMs that could be damaged or disturbed during normal occupancy, including maintenance and minor works.

The survey produces an asbestos register — a written record of all ACMs found, their location, type, condition, and a risk assessment — which forms the basis of an ongoing asbestos management plan. Building owners and employers with a duty to manage under CAR 2012 Regulation 4 must have this in place.

When you need this

You own or manage a commercial, industrial, educational or public building built before 2000. You need an asbestos register for compliance. Required by CAR 2012 Regulation 4.

Refurbishment & Demolition Survey

Before any renovation or demolition work

A refurbishment and demolition (R&D) survey is required before any refurbishment, renovation or demolition work on a pre-2000 building. It is more intrusive than a management survey — surveyors must gain access to all areas that will be disturbed by the planned work, including hidden voids, ceiling spaces, wall cavities and floor voids.

This survey is a legal requirement under CAR 2012 Regulation 7 before any licensed or unlicensed asbestos work and must be completed before work begins. It identifies all ACMs that could be disturbed by the planned works so that they can be safely removed or managed before construction starts.

When you need this

You are planning any renovation, refurbishment or demolition of a pre-2000 building. This is a legal requirement. Proceeding without one exposes you to criminal liability.

Survey Type 03

Reinspection Survey

Ongoing monitoring of known ACMs

A reinspection survey (also called a periodic reinspection) is carried out on buildings where ACMs have already been identified and documented in an existing asbestos register. Its purpose is to reassess the condition of known ACMs at regular intervals — typically annually — to check whether they have deteriorated, been damaged, or need to be reclassified as a higher risk.

Regular reinspection is a key part of an asbestos management plan. Under CAR 2012, the duty holder must keep the asbestos register up to date — which means reinspecting and updating it whenever conditions may have changed.

When you need this

You have an existing asbestos register and need to meet your ongoing duty to manage obligations under CAR 2012. Typically required annually for commercial buildings with known ACMs.
