If you have searched for asbestos services in the UK and come across the term "asbestos abatement", you may wonder whether it refers to something different from asbestos removal. The short answer is no — asbestos abatement is the North American term, used predominantly in the United States and Canada, for what the UK calls asbestos removal or remediation. However, there are important nuances around the different levels of intervention available under UK law.

What Does Asbestos Abatement Mean?

In US and Canadian terminology, abatement covers the full range of asbestos management interventions including removal, encapsulation (applying a sealant to prevent fibre release), enclosure (building a physical barrier), and repair. In the UK, we use the same range of interventions — we simply do not use the word "abatement" collectively. The appropriate approach is determined by the material's condition, risk rating and the planned use of the building.

The UK Regulatory Framework

The Control of Asbestos Regulations 2012 (CAR 2012) governs all asbestos management in the UK. It distinguishes between licensed work (required for AIB, pipe lagging, sprayed coatings — only HSE-licensed contractors), notifiable non-licensed work or NNLW (for bonded materials such as asbestos cement and floor tiles), and non-licensed work (very limited low-risk tasks on intact materials).

When Is Removal Preferable to Encapsulation?

  • When refurbishment, renovation or demolition works are planned
  • When the ACM is deteriorating and fibres may already be releasing
  • When the long-term monitoring and maintenance costs of encapsulation exceed removal cost
  • When the building owner wants a definitive, documented clearance of asbestos liability
  • When the building is being sold or remortgaged and buyers require a clear asbestos status
